Debrecen Parking Reform Debrecen parking zones and hourly rates

Update (October 27, 2026): the reform came into effect on July 1, 2025. Current hourly rates: Central Zone HUF 640, Zone I HUF 580, Zones II and III HUF 480, Zone IV HUF 180. You can find the details on the Debrecen parking page.

Free resident permits, new zones and P+R car parks coming in July

From July 1, Debrecen’s parking system will be completely renewed. The current zones will be replaced by five new zones, and Debrecen residents will be able to apply for a free parking permit for up to two cars per residential address.

The reform aims to reduce traffic in the city centre, encourage public transport, and expand parking options for residents. The resident permit, which previously cost HUF 6,000, will now be completely free of charge for two people per residential address (one car per person).

Further planned measures:

  • Simplified registration: only the address on the address card is required; it does not need to match the address on the vehicle registration certificate.
  • Company cars are also eligible: with an employer’s certificate, company vehicles weighing less than 3.5 tonnes can also park free of charge.
  • At educational institutions: stopping in front of schools, kindergartens and nurseries will remain free of charge between 8:00 and 8:30.

The new parking zones:

  1. Central Zone: the heart of the city centre; parking is limited to a maximum of 3 hours with a ticket. A Central Zone permit is valid in all zones, and underground parking is also available with a Garage Plus permit.
  2. Zone I: the area within the inner ring road; valid for all surface parking zones except the Central Zone.
  3. Zone II: extends to the outer ring road; the permit is valid in Zones II, III and IV, and underground parking is also available.
  4. Zone III: the area around Nagyerdei Park.
  5. Zone IV: the Klinikák car park on Pallagi Road.

On Saturdays, the car park on Széchenyi Street can be used free of charge to make shopping in the city centre easier.

Development of public transport

DV Parking Kft. will begin planning P+R car parks on the southern and northern outskirts of the city in 2025. Construction is expected in 2026, with the aim of making it easier to switch from cars to public transport.
